Καρδίτσα: νέα απόφαση για τους πλημμυροπαθείς

A new decision to include flood-affected agricultural holdings of the Prefecture of Karditsa in the grant regime was signed by the Deputy Minister of Climate Crisis and Civil Protection Konstantinos Katsafados. This is the seventh decision in a row for this county, which shows that the process is progressing gradually, as the files are checked and completed in batches. The inclusion is based on a relevant document of the Karditsa Regional Unit, which collects and transmits the details of the beneficiaries to the competent ministry. The departmental issuing of decisions is explained by the time required to check each file and to cross-check the claimed damages.

The decision concerns damages caused by the floods of the period 4 to 30 September 2023 in areas of the Regions of Thessaly and Central Greece, i.e. by the bad weather “Daniel” and its aftermath. The aid regime is determined by a joint ministerial decision of the Ministers of National Economy and Finance, Rural Development and Food and Climate Crisis, published in the Government Gazette in February 2025. Individual aid is granted on the basis of articles 4 and 7 of Law 4797/2021, taking into account the provisions of articles 8 and 9, while the European regulation on state aid in the agricultural sector also applies. Joining a state aid regime requires compatibility with European law, which is why the relevant decisions explicitly refer to Union regulations.

Karditsa was one of the areas hardest hit by “Daniel”, with extensive damage to crops, agricultural machinery, stored products and buildings. Almost three years later, the rehabilitation is still ongoing, while the delay in the payment of the aid has been the subject of repeated interventions by rural associations and the local government. Each new integration decision adds beneficiaries to the already approved framework, without changing the conditions and percentages of the aid or extending the time range of the damages covered. The farms that join receive a grant for the restoration of fixed assets and equipment, without this covering the total loss of income.

In the text of the decision, there is a typographical inconsistency regarding the number of the joint ministerial decision, which is referred to in one place as 1476 and in another as 11476, with the same date and the same publication sheet. This is obviously a graphic error that does not affect the substance, but it needs confirmation from the interested parties before any objections are drawn up. Beneficiaries are informed through the services of the Karditsa Regional Unit, while the payment is made after the completion of the relevant checks. More in Economy.
