Naxos: environmental terms approved for five-star hotel

The South Aegean Regional Authority approved environmental terms for the construction and operation of a five-star hotel facility at Pyrgaki in the Drymaleia Municipal Unit on Naxos. The investment is being undertaken by the company SYNAPSE HOSPITALITY Single-Member LLC, and the plot has a total area of 19,487.57 square metres. The land lies within the Special Protection Area “Central and Southern Naxos: Zas and Vigla to Mavrovuni and marine zone” of the European Natura 2000 network, which triggered a special assessment procedure. The decision was issued after positive opinions from the Management Unit for Protected Areas of Central Aegean, part of OEPEKA, the body responsible for managing protected areas in the region.

As for the design, the building coverage amounts to 1,658.85 square metres, against a maximum permitted coverage of 2,982.55 square metres—roughly half of what would be allowed. The facility is organized into five units: a central building with common areas, restaurant, underground wine cellar and auxiliary kitchen spaces, and four separate accommodation complexes. Pools are provided at ground and upper levels, with upper-level pools placed on roofs and cantilevers to avoid additional ground coverage. The twelve-space parking area on the northern section of the plot is subject to an explicit condition: it must not be paved, so the surface remains unpaved, and access will be exclusively via a legally existing route, with all work on the access road prohibited without required permits.

The commitments affecting the natural environment are the point that distinguishes licensing within Natura from a standard one. Total impact of interventions is limited to 20.50% of the plot, with approximately 80% of the area remaining protected habitats or spaces to be upgraded through planting. Buildings are positioned more than twenty metres from habitats, which will be fenced to prevent even pedestrian crossing. The overwhelming majority of existing cedar groves will be retained, and planting will use only locally sourced low-vegetation species, while a portion of treated wastewater from the biological treatment unit will be reused for landscape irrigation—a provision of significance on an island with limited water resources.

Building within Natura 2000 areas is a recurring point of friction in the Cyclades, where the very geography that attracts investment is what is institutionally protected. The question of land use and activity siting on the islands is already central to debate, as shown by discussion on the Special Spatial Framework for Renewables and Naxos’s position, while islands also record targeted species-protection measures. Approval of environmental terms does not mean work begins: building permits follow, while compliance with conditions—from unpaved parking to fencing of habitats and cedar preservation—is checked during construction and operation. No implementation timeline has been announced, nor has public response from any stakeholders regarding the decision been recorded.
