Germany: arrest of 31-year-old with European warrant

A 31-year-old was arrested in Germany against whom a European Arrest Warrant was pending for three murders and one attempted murder allegedly committed in Greece. The discovery resulted from cooperation between the Homicide Investigation Unit and foreign authorities, according to Greek Police. Details of identity are not disclosed and no descriptive characteristics are provided beyond age.

Part of the offences charged against him have already been adjudicated. There were convicting decisions against him, including for the murder of a man on January 14, 2024 in Neos Kosmos. For the remainder of the offences, however, the 31-year-old is accused and has not been convicted: specifically accused of participation in a criminal organization that, according to files, conducted bombings and arson. This distinction is essential and not merely technical.

According to Greek Police, the 31-year-old had been member of a criminal organization for production and distribution of contraband tobacco products, with presence in Athens, Thessaloniki and other regions, which was dismantled in March 2025. Beyond these, warrants were pending against him for abduction of a correctional officer and possession of a Kalashnikov-type rifle. These are separate cases, each following its own judicial course and for each of which the presumption of innocence applies.

The European Arrest Warrant is the mechanism by which one EU member state requests from another the arrest and surrender of a person, either for criminal prosecution or for execution of sentence already imposed. The procedure is judicial and not diplomatic, which distinguishes it from classical extradition to third countries. In this case, the warrant covers three murders and one attempted murder.

The arrest demonstrates the degree to which the effectiveness of prosecuting authorities depends on cross-border cooperation. A person for whom convicting decisions have been issued in Greece can remain unsupervised while in another country, if the mechanisms for exchange of information are not activated. The act of arrest does not close the case: it transfers its management from the stage of search to the stage of legal extradition proceedings.

Several elements remain unknown. The specific city or region of Germany where the person was identified has not been announced, how he fled Greece, or how long he was there. It has also not been disclosed whether the convicting decisions are final or if legal remedies are pending, nor whether they were issued in absentia. The announcement does not clarify which of the three murders included in the warrant correspond to already issued decisions and which to pending charges.

Extradition procedures have already begun, which will be decided by the competent German judicial authorities. The length of completion depends on whether the arrested person consents to extradition or opposes it, as well as any parallel outstanding matters in the country where arrest occurred.
