Ierapetra: two minors charged over people smuggling

Two minors aged 17 were arrested as the alleged operators of two boats located in the early hours of Friday 14 August 2026 in the sea area south of Ierapetra. According to the bulletin of the Hellenic Coast Guard, 86 people were rescued in the first operation and 58 in the second, that is 144 in total. Both boats had set off from the wider area of Tobruk in Libya. Separate case files were opened for illegal entry, facilitating the movement of foreign nationals and endangering human life. The bulletin does not report any injuries or losses in either of the two incidents.

The two accused are minors and fall under a special procedural regime, while their identity details are not made public. They are covered by the presumption of innocence until the courts reach a final judgment. According to the preliminary investigation, those on board stated that they had paid sums ranging from 1,000 to 3,000 dollars per person for the journey. The identification of the alleged operators is usually made by the passengers themselves during the registration procedure, a method that has been criticised by legal bodies as regards its reliability. Greek law provides different treatment for minors, with juvenile courts having jurisdiction and the possibility of reformative rather than punitive measures, depending on age and circumstances.

The pattern of minors as defendants keeps recurring. Two days earlier, in the incidents off Gavdos and Kaloi Limenes, two of the four people arrested were also minors, as TodayGrid reported in «Crete: four arrests over people smuggling». Greek and European authorities have repeatedly recorded that in such cases minors appear as the operators of the boats without being the organisers of the journey. The organisers of the journeys rarely travel on board, which makes arrests at sea a difficult tool for dismantling the networks.

The route from Libya to southern Crete is the longest currently in use on the eastern Mediterranean flow and is often made with boats unsuitable for the open sea. Ierapetra, Gavdos, Kaloi Limenes, Agia Galini and Palaiochora bear the heaviest burden, with local services operating out of temporary reception facilities. The Central Port Authority of Heraklion is conducting the preliminary investigation into the cases concerning southern Crete. Those rescued are usually taken to the port of Heraklion for registration and then to facilities in the Aegean, on a vessel chartered by the competent ministry.
