Chersonisos: Strategic Plan "2030" presented

The strategic plan “Chersonisos 2030” was presented at the 13th meeting of the Municipal Council of Chersonisos, in the hall of the Municipal Workshop of Cretan Wine in Gournes, with the mayor as the presenter. This is a planning document that defines axes, success indicators, and sources of financing from European and national programs, while not being a binding decision for individual projects. The Municipal Council was briefed in detail on its contents, with the stated central goal, according to the municipality’s announcement, being the creation of a municipality that “offers high quality of life to residents and top-notch services to visitors.” The presentation was accompanied by monitoring indicators, so implementation can be assessed using measurable quantities rather than mere statements of intent.

Two axes attract the greatest practical interest for the region. The first concerns water security and includes smart water meters, leak detection using algorithms, reuse of treated water, and a plan to address water shortages. The second concerns waste and sets quantitative targets: recycling above 60% and reduction of mixed waste by 50%, through the “Pay-as-you-throw” system, composting, smart bins, and Green Points. Both issues are critical for a municipality whose population multiplies in summer months. Water demand in the municipality multiplies in July and August, while waste quantities follow a similar curve, straining infrastructure designed for the winter population.

The digital axis provides for services operating twenty-four hours a day, a mobile app for citizens to submit requests, electronic payments, a digital citizen card, and a smart city business hub. Under climate neutrality, energy communities, photovoltaic panels on municipal buildings, electric vehicles, and energy upgrades to schools are included. The tourism axis, titled “Tourism 365 Days,” includes smart beaches, a digital visitor platform, certification of sustainable destination, and tourism observatory. Axes follow for social cohesion, culture, civil protection, entrepreneurship, and participatory democracy. The digital citizen card and request app are tools already implemented in other municipalities, with results that depend mainly on service staffing.

The plan defines five flagship projects: Smart Water 2030, Zero Waste Municipality, Carbon Neutral Beaches, Mediterranean Innovation Hub, and Municipal Observatory for Sustainable Development. The real test will be the transition from planning to funding and implementation, as most proposed projects require inclusion in competitive programs. The Municipality of Chersonisos faces parallel open issues of daily life, such as delays in redevelopment that have been the subject of parliamentary questioning.
